Skill Map Forms (Reopen) - delete issue for previously submitted Other Skills #1231

Steps to replicate:

  1. Create skill map 1
  2. Login user added in skill map 1
  3. Open skill map 1 form
  4. Add at least 2 other skills and submit
    • with or without skills added -> table above the other skills)
  5. Go to admin user
  6. Open skill map 1
  7. Reopen submitted user
  8. Open submitted user
  9. Delete at least 1 previously submitted other skills

Issue All added others skills are also deleted.

Expected: Delete actions should reflect on that selected skill only.
