Upload Skill Map - adding a skill name and rating #1249

Scenarios:

  1. Add a skill that not exist in Skill Lists but with correct rating (No Skills/Beginner/Intermediate/Expert)
    • Expected: Skill should be added as Other Skills
  2. Add a skill that exist/not exist in Skill Lists but with incorrect rating
    • Expected: Skip on adding skill - able to Save and Proceed but the skill should not be added on the form and graph.
