Issue: Incorrect Latest Rating and Details data displayed when adding a Sort By filter. Data shown will change based on other previous submitted forms.

Sample / Expected results: Vergara, Kate Latest submitted skills and ratings: (Period End Date: Jul 2024 | Submitted Date: July 8, 2024)
- Android Room -> Beginner
- AWS CLI -> Intermediate
- Bootstrap -> Expert
- .NET -> Expert
