Survey Admin: Results - Draft to closed survey, the quantity in By Answer is incorrect #1303

Pre-conditioned:

Create new survey in Survey Admin

Steps to replicate:

Open Survey Form
Add 2 Companions
1 companion, select orders and saved as draft
2 companion, select orders and saved & submit
For Respondent, select orders and saved as draft
Go back to admin and Close the Survey Admin
After closed, go to respondent and click By Answer

Actual:

I submitted 1 correspondent (User: Two, Test 2) only

When I opened the By Answer in Results, the quantity of each order are 2

Expected:

It should be 1 each only, since I just selected 1 Katsu-ju and 1 Oyako-don for Two, Test 2 Companion.
