Skill Map Form - Input space in Name field in Add Other Skills shouldn't be allowed to be submitted #1305

Note: Follow the same steps above

Issue: Submitted other skills from forms with previous Period end date (Skill Map 1) is retrieved in already submitted form with latest Period end date (Skill Map 2).

Expected: For Other Skills table, it is not required to show submitted other skills from previous forms. It should be saved and shown on the specific submitted form where the other skills added.
