Update skill map answer options and map current options #1367

For Skill Map Scale currently answer options are as follows: Beginner, Intermediate, and Expert

For this ticket, update current options to 1 to 10

And map current options to: Beginner is 2, Intermediate is 5 then Expert is 8

For old data based on current options, after updating options to 1-10 it should display based on the mapped values
