Upload Skill Map - uploaded skills are not retrieved in submitted and ongoing forms

Steps to replicate:

1. Create 2 skill map admin
   • Skill Map 1 - Period date: January 1, 2022 to December 31, 2022
   • Skill Map 2 - Period date: January 1, 2023 to December 31, 2023
2. Open Skill Map 1
3. Add skill and submit
4. Upload a new skill Map
   • Uploaded Skill Map - Period date: January 1, 2022 to December 31, 2021
5. Open Skill Map 1 and Skill Map 2

Issue: Skills added in the Uploaded Skill Map (with previous Period end date) are not added in Skill Map 1 and Skill Map 2.

Expected: Skills added to the forms with a previous period end date should be retrieved in the latest forms (submitted or ongoing).
