Edit Skill Category - Displays a prompt message on Description field #1372

Based on ticket 499, Description field is not a required

Steps:

Go to Skill Category and edit the Testing Frameworks
Type first at Skill Category name then, delete it right away
Make sure that the description is cleared
Click Save button

Actual:

Error message is displays "description cannot be null"

Notes:

This error message will display on some Skill Category, mostly in added thru DB injection
No issues for the manually added skill category
