DESCRIPTION

[x] Revise current menu set-up to as follows:
Evaluation Admin
- Evaluation Admin List
- External Evaluators
- Evaluation Templates
Skill Map Admin
- Skill Map Admin List
Project Admin
- Project List
- Project Assignments
KH360 Admin
- Message Templates
- Skill Categories
- Skills
[x] For access rights, only admins will have access to these menu links.

As an Admin user in Beta, I can't display the "Skill Map Admin List" under the "Skill Map Admin" in side menu. After I clicked the "Skill Map Admin" the route of this screen is Not Found, but the side menu will disappear.

And also, just to clarify if the "Survey Admin List" should be displayed under KH360?

@Acey06 for Survey Admin List, i think we can keep it there for now. Will ask Sheila if this need separate submenu.

For the Survey Admin List, created a separate ticket.

Verified OK in Beta
