Sync dialyxir and ex_doc deps with other projects #76

Dialyxir was being included at runtime on one Nerves projects and ex_doc would break unless you had Elixir 1.7 installed. This synchronizes the two deps with how we're including them in all Nerves projects right now.

Sorry it took so long to get here. This looks good to me. I just tested it out and it works at least the same as before :P
