Move `BlockNumberAndHash` from`ckb-sync` to `ckb-types`

What problem does this PR solve?

I think BlockNumberAndHash is more suitable to be placed in ckb-types. Moreover, I want to use BlockNumberAndHash in ckb-db and ckb-db-schema.
