Unfortunately, it looks like there can be some inconsistency with whether the city is included in the line below the subcontractor name. It may be more useful here to use the column widths to get around this issue.
Perhaps these are also one-offs we could fix on the back end, i.e., search for "ABSENT" in Subcontractor_Name values. Happy to discuss.
