Using surf, 'close game' should go back to surf and not console #2576

Surprisingly when you use surf with 'dev mode on', Esc will go back to surf but with 'dev mode off' Esc→'close game' will go back to console.

I think it should go back to surf when closing game with 'dev mode off' too.
