ConvertRequestType Disbursement to Loan #258

If a loan is converted to a disbursement, the corresponding backfill (if any) should be deleted. this needs to be added in the convert request type.

Might be okay. If when converting the loan to disbursement, the loan is deleted, then this is okay as the backfill will also be deleted.
