added a distinct to the tag

made it distinct so it only returns the tag once

added new API and got rid ofan old one:- GET All tags has been removed so now /api/item/tag/ only accepts POST

GET All unique tags at /api/item/tag/unique/ Search at /api/item/tag/unique/?search=
