Parallel tests for structural plasticity and disconnect #533

Currently, there are no tests for structural plasticity running in parallel, neither using MPI, nor threads, or a combination of both. These tests need to be added. They should also cover plain Disconnect without use of structural plasticity.

I have a simple test ready working with MPI. I can submit this rather soon.
