`undefined` label #421

We need to investigate an undefined label at /indicators/eurostat_gov_rd_workforce_data in 2017 for UKM2:

Related to this I think, /indicators/eurostat_higher_ed_rd_workforce_data/2015 also shows 2 regions without a label (UKM2, UKM3):

UKM2 and UKM3 seem not having a label depending on the considered year.
