BEIS and Nesta have co-developed a spatial data tool to access, visualise and compare indicators that show the scale of R&D systems at a subregional level.
PR #418 introduced a bug in that the NUTS spec year for 2018 and 2019 is supposed to be 2016, but the scripts are generating 2018, which makes the script that builds the data for the tool to fail as there are no NUTS labels defined for 2018.
In PR #423 I manually updated two data files at ds/data/processed/ashe_mean_salary/ashe_mean_salary.nuts2|3.csv but for consistency we need to update the scripts so that they use 2016.
