Some `subtitle`s are too long

On a phone some subtitles are so long that they force the charts to shorten too much, see [1].

Note that often description and subtitle are inverted in the data (because of lack of clarity in the spec comments).

We could:

• check invert description & subtitle when description is the shorter one
• re-phrase where needed
• have better docs possibly indicating a max length for each of description, subtitle, title
• have a script that checks long descriptions and interrupts the push if the case with a git hook, but we need to evaluate the effort, TBD.

Also: we need to style the header so that this behaviour is mitigated, to be done on Svizzle's time_region_value.

We could add a script that:

• outputs the lenghts of title and subtitle to then establish a good average for each of them
• exits with an error if there are some title|subtitle are too long

By adding that script to makedata, we would make sure we can't publish with this kind of errors.
