OONI Measurement Aggregation Toolkit (MAT) is a new interface that lets you explore OONI measurements in context with other, nearby measurements. This is useful because you almost never want to look at just one measurement in isolation. Suppose a single measurement says a web site is not reachable. You usually want to check:
Is it blocked, in the same ISP, in the days before and after? Or is it an isolated event?
Is it blocked in other ISPs in the same country? (It could be specific to one ISP.)
Is it blocked in other countries? (It could be national censorship, or it could be a problem with the web site itself.)
MAT is meant to help answer these kinds of questions. You can see aggregate counts over a range of dates, and split up the charts by criteria like ASN, country, or web site category.
For example, it was reported that ajax.aspnetcdn.com was blocked in some ISPs in Russia in the early part of December 2021. This MAT chart shows the fraction of measurements that turned up anomalies, as well as when the block began and ended.
