Yesterday, 2022-11-29, the Twitter account 李老师不是你老师 @whyyoutouzhele posted two apparently leaked directives (archive) from the Cyberspace Administration of China (CAC, 中华人民共和国国家互联网信息办公室). China Digital Times has archived and translated the directives.
The directives are notable because they talk about blocking circumvention tools and ways of getting access to them. Apparently this part of the government considers management of circumvention an emergency, in light of recent public protests. They also list upcoming dates that they consider sensitive:
