According to OONI's measurements, most of the censored categories were not blocked in AS24631 in this month. This ASN is owned by Fanap which owns a lot of Iranian infrastructure (AbrArvan as an example). They also seem to provide Internet services to organizations like (1 and 2) Foreign Ministry of Iran (This is unproven, but was a nice name I saw in the IP block list). According to BGP data, they also seem to be routing through AS49666 (TIC-GW-AS).
I have no idea or explanation for why this might be happening. It was just an interesting thing that I wanted to bring attention to. There are still anomalies and blocks but there are a lot more successful tests. I might be wrong about many things. This might also be caused by circumvention software or firewall failure in a small network that is ongoing for less than 1 month. This might also suggest that a lot censorship in Iran might be decentralized.
