Adding users on self-hosted instance #2910

Ran up a new self-hosted instance in a temp VPS. All created fine.

Went to Zitadel to add another user - created user and it shows as active but when I go back to Netbird the users tab under teams still only shows Zitadel Admin.

Undoubtedly me being dense, but I've read the docs and googled to no avail.
