TCP/HTTP health check for agent #961

Is your feature request related to a problem? Please describe. In cloud environment I would like to make netbird highly available and put it behind load balancer. To determine netbird is able to process connections I need TCP or HTTP health check.

Netbird should respond in health check if it is "Connected" to API
