cannot use port 21 for ftp server #81

What steps will reproduce the problem? Please include as much detail as
possible.
1.cannot use port 21 for ftp,but other port seems ok
i would like to use port 21 as the default port for swiftp server
i'll ingore all the NAT issue problems, because i only want to use in intranet 
only to transfer photos to my pc

What version of SwiFTP are you using?
lastest

Which Android device and version do you have (Nexus, Droid, Hero, G1,
etc.)?
HTC DESIRE(android 2.1)

I am pretty sure that no apps can use ports under 1024. At least not without 
root access.
It's a long standing security policy in Linux.
