change the event notification namespace from `ietf-restconf` to `ietf-notification` #18

One motivation of the notif-yang draft is to normalize the envelop for YANG-defined notifications.

PS: the https-notif draft will also move to using the ietf-notification module name.

I do not support this change. It just breaks existing software for cosmetic reasons.

As with almost every standards decision, this can be done in an NBC fashion Simply require the client to opt-in to the new message and use the old message if they don't
