mandatory encoding revisited #24

The issue of XML as mandatory encoding has been raised again. The WG needs to decide if a JSON-only server is allowed

The proposed change would be to declare that a server MUST support XML or JSON. Discovery of supported encoding formats is done with the Accept header. The server returns 406 Not Acceptable if it does not support the encoding formats specified in the Accept header from the client.
