replace references to RFC 2396 with RFC 3986 #26

Nick Weeds reports:

RFC 3986 obsoletes RFC 2396 ("Uniform Resource Identifiers: Generic Syntax") but draft-ietf-netconf-restconf-07 refers to both.
Furthermore the two RFCs define reserved and unreserved characters differently.
Can the draft be updated to use RFC 3986 throughout ?
Or are the references to RFC 2396 deliberate ?

Changed to:

Any reserved characters MUST be percent-encoded, according to ^RFC3986^.
