403/404 issue not resolved yet
404 not removed
TLS MUST be supported, but did not add text saying HTTP without TLS MUST NOT be supported

Changed test to require 403; choice of 403 vs 404 removed

404 not removed; this is returned by Apache if the wrong entry point is uses and the RESTCONF server is not reached

changed text based on comments from Martin:

....an error response containing a "403 Forbidden" status-line SHOULD be returned. A server MAY return a "404 Not Found" status-line, as described in section 6.5.3 in ^RFC7231^.
