Should the application/yang-data media type be in its own draft? #68

The YANG Patch Media Type was moved to a separate draft. Should the same be done for the YANG Data Media Type? Is the normative reference to RESTCONF a problem?

WG meeting in Berlin decided NO -- leave the media type in the RESTCONF draft
