Summary

To reduce number of binaries we are delivering, this PR is bringing the compilation per kernel back and increasing number of tar.gz delivered per release.

  1. Check github file format.

I am setting this PR again as DRAFT, because it is possible that we will use only CO-RE codes with RH family.
