[Bug]: netdata agent on windows can no longer start as a service #18111

Bug description

Hi there, With the latest, current commit, netdata agent can no longer start as a service on windows. However, the start in the cmd / msys terminal still works. Maybe this has to do with the changes of the spawn server ?

Expected behavior

netdata agent for Windows should be able to start as a service.

interesting, i have created the version v1.46.0-144-gfa8c70489 with ./packaging/utils/package-windows.sh package and with this, the netdatat agent can be started as a service again.
