Resolves N-Multifibra/netbox-proxbox#20 and N-Multifibra/netbox-proxbox#21

Add 'CONTRIBUTING.md' file to repository using Netbox's contributing guide as a base.
Add basic GitHub Action to repository, which setups python3 and runs flake8.
Fix some minor import errors of proxbox_api subpackage.
