changes is missing releases #513

https://github.com/netdisco/snmp-info/blob/master/Changes somehow lost the several release notes , like 3.91 & 3.90 are gone. a quick glance shows more releases are missing. when checking the code for the missing releases/tags, it seems they were committed.

so most likely a merge issue.

todo: check missing release versions get Changes diff from each readd them

after reading through it all most of the missing releases seem to be related to build/release failures, not code changes.

added their version number & dates based on tagging dates & git diffs.
