Add OSPF Neighbor Tables

[netdisco-automation]

Simple patch to add support for OSPF neighbor tables. I kept naming consistent with the BGP tables. For example, I used 'ospf_peers' as the function for listing neighbors. Feel free to change this if it isn't intuitive.

This has been tested and works on Cisco IOS based devices in the 12.2 code level.
