Feat: Add french translation file. #102

I voluntarily did not translate the words Tag and tags because used in French too.

Is Tags Netgen really correct in French? It's a bundle name (Netgen Tags), which should not be translated.

Also, I think this will fail: tag.translations.always_available: 'Utilisez la langue principale s'il n'y a pas de traduction prioritaire.' If some translation has a ' character, the string should be wrapped in " instead of '.
