Update Harbor to 2.7.x and remove internal tls

Description

This PR syncs Harbor Helm deployment values with the currently deployed version. Harbor version has been updated to chart harbor-1.11.1, app-version is 2.7.1.

Internal TLS has been disabled, since everything broken because of expired certs.
