Build arm64-linux in CI #186

How much of a lift would it be to build for the arm64/aarch64 linux triple for releases?

I gave it a shot but I really don't know what I'm doing with vcpkg or C build systems in general.

I hope @netheril96 reply to your request, I'd like use securefs 1.0.0 on raspberry but no success until now.
