Fixed the cannon, need supporting evidence for the other bug report though. Retail as a source for evidence would work fine.

If the fel cannon fix was applied to the public server before, then they're moving again if you aggro them.

Desired situation
Area 52 Special item=28132 should only be usable on the wyvern/gryphon flying path provided by the Wing Commander NPCs.
Currently it can be used without restrictions, which includes throwing the bombs from the ground, rendering this quest a boring walk in the park.
Edit:
Additonally, Fel Cannon npc=19399 are mobile, they should remain stationary.
