Wowwiki lists 4 different NPCs that might appear in Blacksmith when it's captured by Horde or Alliance. They aren't listed, perhaps because they're not even targettable, but other NPCs should also appear in at least some of the bases when they are captured. For example, you can see horses when stables has been captured by Alliance. Later on in the video you see miners roarming around mine. I believe most of the bases should have some activity of this sort, and it seems not to be present.
Seems like one of those details that you can figure out in retail, perhaps even with lvl20 restricted account.
