Restart Asterisk when local NAT settings are changed #5814

Changing NAT settings, requires to restart Asterisk.

add Asterisk restart to POST /rest/configuration/localnetworks
Make sure FreePBX configuration is written synchronously before Asterisk restart
add a warning to UI that tells that Asterisk is going to be restarted
add a loader while POST is executed
