Add MSSQL support to centralized phonebook

It is possible to populate the centralized phonebook using a MySQL database or a CSV file, but a lot of customer phonebooks are stored into MSSQL databases.

We can connect to a MSSQL database using ODBC

Backend test case:

• verify that mysql sync work as before
• create a MSSQL ODBC configuration and a configuration file named /etc/phonebook/sources.d/custom_<NUMBER>.json where NUMBER is a progressive number and this content:

• check that sync works as expected with command /usr/share/phonebooks/phonebook-import -lv -v /etc/phonebook/sources.d/custom_2.json

NOTE: After those test, this issue can be released without waiting for frontend
