FlashStart fails to start on hotspot interface

If FlashSart is configured also for the hotspot interface, it can fail to start on server boot.

Steps to reproduce

• Access the Flashstart application and open the Settings page
• Enable the service and select Hotspot network
• Reboot the machine

Expected behavior

FlashStart should be up and running after the reboot.

Actual behavior

Unbound service used for FlashStart fails to start:

Oct  9 04:36:15 fw unbound: Oct 09 04:36:15 unbound[1858:0] error: can't bind socket: Cannot assign requested address for 192.168.182.1
Oct  9 04:36:15 fw unbound: Oct 09 04:36:15 unbound[1858:0] fatal error: could not open ports

Test case 1

• Check the issue is not reproducible

Test case 2

• Install Flashstart without nethserver-dedalo and check that everything is still working fine

• The issue is not reproducibile anymore: unbound service starts flawlessy even if flashstart filter works on hotspot (dedalo) zone.

• No problems were seen if flashstart filter is active on a server without dedalo installed
