NethVoice: new outbound route has inconsistent configuration #6191

When a new outbound route is created, in the routes section that you find in the user's profile, the newly created outbound route is active (ON), but in the advanced interface:

Connectivity -> Custom Context -> Profiles

each profile has the route in "Deny".

Once set to "Allow" it synchronizes with the ON/OFF key in the profiles on the Nethvoice interface.

Steps to reproduce

add a new outbound route
check config in NethVoice Interface -> Configuration -> Profiles (Route is ON)
check config in NethVoice Advanced Interface-> Connectivity -> Custom Context -> Profiles (Route is Deny)

Test case:

verify that permissions of new routes are created correctly in case of
- new route when all outbound route permission is enabled
- new route when all outbound route permission is disabled
- old route explicitly enabled when all outbound route permission is disabled
- old route explicitly enabled when all outbound route permission is enabled
- old route explicitly disabled when all outbound route permission is disabled
- old route explicitly disabled when all outbound route permission is enabled
- old route, new profile
- old profile, with old routes, when context are absent (launch nethserver-nethvoice14-update event)
