Steps to reproduce

• echo test | openssl s_client -connect localhost:8183 -tls1_1 or echo test | openssl s_client -connect localhost:8183 -tls1

Expected behavior

handshake should fail

handshake succeed

Test case: ~- [ ] verify that it's no more possible to connect to nethifier port using TLS 1.0 or 1.1~

• [x] verify that by default prop nethcti-server -> tlsOptions is false
• [x] verify that with prop nethcti-server -> tlsOptions false, it is possible to connect using TLS v1.0 or v1.1 (launch signal-event nethcti-server3-update to expand template and restart nethcti-server)
• [x] verify that with prop nethcti-server -> tlsOptions true, it isn't possible to connect using TLS v1.0 or v1.1 (launch signal-event nethcti-server3-update to expand template and restart nethcti-server)
• [x] verify that nethifier keeps working
