Privacy Policy #210

Once FilesAndFolder is finshed, this will need to be updated (Copy here could also generally use a little attention/editing... i wrote this a while back + pretty quickly). There's also language for this on the Wiki (we might want to get these in sync)

Also, at the moment this is in utils.js, but we should probably make it it's own widget at this point.
