feat(service-providers): add RTM 2.0 #2126

RTM 2.0 is incompatible with RTM 1.0, which means we need a Force Upgrade on all clients to land this change.

This PR does not move user states from fastboard to agora-rtm. It should be enough to solve the users list exceeding 500 problem.
