move certificate generation function from Sarah's Azure account #491

What will this work entail Currently @sdras's Azure account is being used to generate certificates for Explorers. We need to move this to a Netlify Azure account (or another service) and replace this in the Explorers codebase.

Ideally, we should get this done this week (by March 19).
