Update vhost.pp #60

Must include concat::setup incase this is the first time concat is called.

Hi @dodwmd ,

concat::setup became a private member of the concat module, and must not be include since commit puppetlabs/puppetlabs-concat@7c4f929e42996d424aebaceaaabba7a9fb7e36e2 .

Perhaps you're using old versions of concat's module?
