[Contextual Help] Update implementation to avoid deprecated warnings #416

Contextual help added to the Free plugin to support the import/export feature. Old code implementation of this is causing some deprecated usage warnings. We need to update the implementation. At the same time we could look at whether we want to add more contextual help content to other admin pages.
